Forklift licence: the complete guide

What is a forklift licence?

The term 'forklift licence' is ubiquitous in everyday operations - but the precise term is the forklift operator licence (certificate of completed forklift operator training). This clarification is not just a matter of language: anyone who wants to make a good impression in job adverts or in dealings with authorities should know the official term.

The legal framework is formed by occupational safety rules (Act No. 309/2006 Coll.) and Government Regulation No. 378/2001 Coll., which govern the safe operation and use of machinery and equipment, including operator qualification and authorisation. Details of training, knowledge testing and operator duties are set by applicable Czech safety rules and CSN EN standards.

The forklift operator licence certifies that the holder has completed recognised training, passed the associated test and thus met the minimum qualification for driving a forklift at work. Without the required operator qualification, nobody should drive a forklift in the workplace - regardless of whether it is an own or a rented machine.

Please note: The forklift operator licence applies to operation on company premises and non-public traffic areas. As soon as a forklift drives on public roads, the requirements of Act No. 361/2000 Coll. (road traffic) also apply.

Who needs a forklift licence?

In principle, anyone who operates a forklift, reach truck, high-lift pallet truck, pedestrian stacker with platform or any other powered industrial truck with a lifting function at work. This includes:

  • Warehouse and logistics staff in industry, retail and e-commerce

  • Machine operators on construction sites with telehandlers and reach stackers

  • Production and assembly staff

  • Agricultural workers (Hoftrac, telehandlers in the field)

  • Drivers in cold-chain logistics, food retail and the beverage industry

The employer bears the main responsibility. Under occupational safety rules (Act No. 309/2006 Coll.) and Government Regulation No. 378/2001 Coll., the employer ensures that only qualified and expressly authorised persons drive forklifts. We recommend issuing the operator authorisation in writing and keeping it available for inspection at the company. An employee who drives without the required qualification and an employer who tolerates this may be held liable in the event of damage.

Requirements for a forklift licence

The admission requirements for training are usually as follows:

Minimum age: usually 18 years Special rules may apply to apprentices: as part of their vocational training and under the direct supervision of an experienced driver, they may become familiar with operation before the age of 18. Independent driving in operation is only an option after reaching the age of majority.

Medical fitness Adequate eyesight and hearing are a basic requirement. Visual impairments must be corrected with glasses; certain medications or illnesses may limit fitness to drive. An occupational medical examination for driving and operating machinery with an occupational health provider is recommended. The examination includes eyesight and hearing tests, a reaction test and a general assessment of medical fitness. Employers who pay for the training usually require it in advance. Cost: approx. 20-40 € as a guide with occupational health providers.

Prior knowledge Technical knowledge is not a formal requirement, but it shortens the training time considerably. Anyone who has already worked in logistics often manages with a one-day course.

Training process

Level 1: theory and practice

Under applicable Czech safety rules, forklift operator training is usually divided into a theoretical and a practical part, which are generally completed together.

Theoretical content:

  • Legal basis: occupational safety rules (Act No. 309/2006 Coll.), Government Regulation No. 378/2001 Coll.

  • Design, function and components of the forklift (mast, forks, hydraulics, battery/engine)

  • Stability and load centre (stability triangle, tipping edge, load chart)

  • Operating hazards: risk of tipping over, uncontrolled load drop, cornering with a raised load

  • Rules for in-plant traffic (walking speed, right of way, safety distances)

  • Local operating safety instructions and the authorisation procedure

Practical content:

  • Daily pre-use and end-of-shift checks (visual inspection, fluid check, brake test)

  • Driving without a load (straight ahead, cornering, reversing)

  • Picking up and setting down loads (entering the pallet, positioning, lifting and lowering)

  • Driving with a load (transport run, unloading, stacking high on racking)

  • Conduct in the event of accidents, technical defects and operational interruptions

The test

At the end of the training there is a two-part final test:

Theory test: Usually 25-30 multiple-choice questions on regulations, technology and operational safety. The pass mark is 70-80 % of the questions, depending on the provider.

Practical test: A standardised practical course with set tasks (picking up a load, placing it in racking, crossing, reversing, parking). Safety, precision and compliance with operating rules are assessed.

Anyone who fails the theory test can retake it after a waiting period (1-4 weeks depending on the provider) without having to repeat the practical test - and vice versa.

Level 2: additional training for special trucks

For certain truck types, type-specific additional training (level 2) is usually required:

  • Side loaders

  • Three-wheel forklifts with increased requirements

  • Telehandlers and reach stackers (depending on the application)

  • High-rack trucks (reach trucks above 4 m)

The additional training requires completed level 1 and usually takes 1-2 days.

Validity and regular refresher training

Important regarding validity: the validity of the forklift operator licence and the need for refresher training are governed by applicable Czech safety rules and the employer's rules - provided the holder remains medically fit. We recommend regular refresher training for operators.

What does need to be renewed regularly, however, is the operator training under the applicable occupational safety rules (Act No. 309/2006 Coll.). We recommend repeating it at regular intervals. Responsibility lies with the employer, not the driver. Without up-to-date training, the employer should not continue to assign the driver - without valid proof, the driver cannot in practice be deployed. In the event of damage, the company and, where applicable, its managers may be held liable.

Forklift operator licence and driving licence: what applies on public roads?

On public roads, the in-house forklift operator licence does not replace a driving licence:

Vehicles up to 40 km/h: driving a forklift on public paths and roads requires the appropriate Czech driving licence category.

Vehicles above 40 km/h or with a trailer: if the vehicle is approved for speeds above 40 km/h or tows a trailer, the corresponding Czech driving licence category is required.

Combinations and particularly heavy vehicles: combined vehicle combinations or particularly heavy vehicles require the appropriate driving licence under Act No. 361/2000 Coll. (road traffic).

In practice, this mainly affects construction sites with crossings between plots, transfers across public roads or loading on low-loader parking areas. In pure warehouse and indoor operation, the forklift operator licence alone is sufficient.

FAQs on the forklift operator licence

Is a forklift operator licence mandatory?

Yes. Under the applicable occupational safety rules (Labour Code No. 262/2006 Coll., Government Regulation No. 378/2001 Coll.), only persons with the required operator qualification may operate a forklift commercially. The employer must require the qualification, keep the proof on file and issue a written assignment to the operator.

How old do I have to be for a forklift operator licence?

The minimum age is 18. Trainees may gain practical experience earlier under the supervision of an experienced driver, but may only be assigned to work independently once they come of age.

Does the form of the forklift operator licence matter?

The different forms of the document go back to older formats used by individual training organisations. For assigning an operator within a company, what matters is not the appearance of the document but documented training in line with applicable Czech safety rules and CSN EN standards.

Is a forklift operator licence valid abroad?

As a rule, yes. A forklift operator licence issued in the Czech Republic is recognised in many European countries. In practice, however, employers should check national requirements for cross-border work - particularly in France (CACES R489), the Netherlands (VCA/arbowet) and Switzerland (SUVA guidelines).

Can the employer require a forklift operator licence?

Yes, and it must. Under the Labour Code (No. 262/2006 Coll.) and Government Regulation No. 378/2001 Coll., the employer must ensure that only qualified persons operate forklifts. Whether the employer covers the training costs is a separate question for the employment contract.

What happens if the regular training has been forgotten?

Without up-to-date training, the employee should formally no longer operate a forklift. In the event of damage, the company's protection may be at risk. The training can be made up, but must be documented in writing (date, content, signatures).
