IPAF, System-Card and operator licence - legal requirements when renting aerial work platforms
Anyone who rents an aerial work platform bears legal responsibility - not only for the machine, but for the person in it. Operator qualification is not a recommendation but a legal obligation. In the Czech Republic, the legal basis is formed by occupational safety rules (Act No. 309/2006 Coll.) and Government Regulation No. 378/2001 Coll.: aerial work platforms may only be operated by persons who have been expressly authorised to do so, have been instructed on the specific machine type and can prove theoretical and practical training.
For companies, this specifically means: if any of these proofs is missing and an accident occurs, the employer is liable - with possible personal and criminal consequences. At every handover, Luibl Rental makes sure these requirements are known and the necessary documents are available.
The IPAF operator licence (PAL-Card) - the international standard
The PAL-Card (Powered Access Licence) is the best-known international proof of qualification for aerial work platform operators. It is issued after completing a training programme of the IPAF (International Powered Access Federation), which combines theoretical knowledge with practical exercises on a real machine.
IPAF categories and their practical meaning
The PAL-Card is category-based. Not every training course entitles you to operate every aerial work platform. The most important categories in everyday rental practice:

Category 1b: mast lifts, scissor lifts and similar vertical machines on wheels (driven from the basket)

Category 3a: vehicle-mounted and articulating platforms (knuckle boom) - not driven from the basket

Category 3b: self-propelled telescopic and articulating boom lifts (driven from the basket)
Anyone who has only completed 1b training may not operate a telescopic boom lift with an articulated arm. This is a common mistake on construction sites that leads to an immediate work stoppage during inspections.
Validity and refresher
The PAL-Card is valid for 5 years. Before it expires, a refresher course must be completed - otherwise the entitlement lapses automatically. Important: the refresher usually covers only the practical part; anyone who waits too long may have to repeat the complete basic training.
Why a machine-specific briefing remains necessary despite a PAL-Card
The PAL-Card proves basic knowledge. However, it does not replace a machine-specific briefing on the actual rental machine. Every aerial work platform differs in control logic, emergency lowering system, safety circuits and load limits. An operator who has worked with JLG machines for years does not automatically know the operating philosophy of a Haulotte or Genie.
In line with applicable Czech safety rules and Government Regulation No. 378/2001 Coll., the machine-specific briefing should be documented - and the company should insist on it. Luibl Rental carries out this briefing on handover of the machine and provides the corresponding record.
System-Card and national certificates compared
Alongside the IPAF PAL-Card there are national training schemes, including the System-Card programme, which is offered in Germany by various professional associations and training institutions. In terms of content, the System-Card is comparable to the PAL-Card: theory, practice, category-based entitlement.
The key difference lies in international recognition: the PAL-Card is accepted in more than 60 countries and is often a prerequisite on large sites of multinational companies. The System-Card is established primarily in Central Europe.
Luibl Rental accepts both - what matters is that the category matches the planned machine use and the card is valid.
Written authorisation - the employer's duty
Occupational safety rules provide for the employer to authorise the operator in writing. This is not bureaucratic formalism, but documented confirmation that:

the employer has checked their suitability
If this document is missing, the operator is not demonstrably authorised - even if they can show a valid PAL-Card.
Practical example: safety management on a large construction site
A facade company from South Bohemia rents three telescopic boom lifts (category 3b) from Luibl Rental for a renovation in the historic centre of Ceske Budejovice. Project duration: seven weeks, three operators working in shifts.
The problem: Subcontractors are also working on the site. It is unclear who may operate which machine - and whether all operators are qualified for telescopic boom lifts.
The solution with Luibl Rental:
Before the machines are handed over, all PAL-Cards and System-Cards of the nominated operators are checked. Category, validity and suitability for the machine are documented. This is followed by an on-site briefing for all three machines - separately for each operator, as each platform has different control logic despite the same category.
In addition, operators are reminded how to use personal fall protection equipment (PFPE) correctly: on telescopic boom lifts, wearing a full-body harness attached to the anchor point in the basket is essential. The harnesses are not included in the rental - the company must provide them. Luibl Rental points this out if it has not yet been considered in the enquiry.
The result: two weeks later, the site passes an unannounced inspection by the competent regional labour inspectorate without any objections.
Periodic inspection under Government Regulation No. 378/2001 Coll. and personal fall protection
Machine safety: proof of periodic inspection
Every aerial work platform in the Luibl Rental fleet comes with valid proof of periodic inspection under Government Regulation No. 378/2001 Coll. on delivery. Periodic inspections are carried out by a competent person. For long-term rental contracts, the periodic inspection is included - no contract partner has to worry about managing deadlines.
In addition to the periodic inspection, Luibl Rental carries out a function check before every delivery: emergency lowering, tilt switch, limit switches, overload protection systems. The corresponding inspection records are with the machine at handover.
Personal safety: fall protection on boom lifts
On aerial work platforms with a slewing or telescopic boom - specifically articulating boom lifts with knuckle or telescopic arms and truck-mounted platforms - wearing PFPE (personal fall protection equipment) in line with Government Regulation No. 362/2005 Coll. (work at height) is essential. Reason: if the system stops suddenly, the operator can be catapulted out of the basket by the oscillating impulse.
What this means in practice:

Full-body harness (EN 361) + lanyard with energy absorber (EN 355) or self-locking guided fall arrester

Anchor point in the basket - not on the railing, but on the designated attachment point (observe the manufacturer's instructions)

No use of work positioning belts (EN 358) as fall protection - they do not stop a free fall
On scissor lifts, personal fall protection is generally not required under applicable Czech safety rules, but it can be specified as part of the operator's risk assessment - for example when working over water or at great hall heights.
Renting in compliance with regulations at Luibl Rental
Rental responsibility does not end with signing the rental agreement. Anyone who deploys an aerial work platform assumes the duties of an operator as a business - with direct consequences in the event of omissions.

Rental terms, periodic inspections and availability
Daily, weekly and long-term rental: Daily rental of 10-tonne models starts at around 200 euros net; weekly and monthly rates are proportionally much cheaper. For long-term rental from six months, Luibl calculates individual project prices including periodic inspection, annual maintenance and in some cases a refuelling service.
Periodic inspection: Every forklift in the Luibl rental fleet leaves the depot with valid proof of inspection under Government Regulation No. 378/2001 Coll. For long-term rentals, Luibl takes care of repeat inspections during the rental period.
Operator briefing: Operators should be authorised in writing and must hold the required operator qualification (forklift operator licence). On request, Luibl provides an operator briefing on handover for heavy-duty forklifts - including the specific hazards from load centre shift and residual load capacity.
Service: In the event of technical faults during the rental period, Luibl sends a service technician directly to the site on request. For industrial customers with critical operations, framework agreements with individually agreed service terms can be negotiated.
FAQ: common questions about operator licences and safety duties
Is a driving licence required for self-propelled aerial work platforms?
For self-propelled aerial work platforms (scissor lifts, telescopic boom lifts) on closed construction sites and private premises, no driving licence is necessary. For truck-mounted platforms, the required Czech driving licence category applies - depending on the gross vehicle weight.
Is in-house instruction enough instead of IPAF training?
Formally, in-house instruction in line with Government Regulation No. 378/2001 Coll. can be sufficient, provided the employer can prove the qualification. In practice, the IPAF licence or the System-Card is the recognised standard, as it is accepted by inspection authorities such as the regional labour inspectorates and by site inspections.
How far in advance should I arrange an operator briefing with Luibl Rental?

Is my PAL-Card valid for all platform types in the Luibl rental fleet?
No. Each category only entitles you to operate the corresponding machine types. Category 1b applies to scissor lifts and mast lifts; category 3b to self-propelled telescopic and articulating boom lifts. When you enquire about a machine, Luibl Rental will tell you which category is required for the desired model.
What happens if an operator without a valid licence is found on a Luibl rental platform?
This is solely a matter for the renting company. As the lessor, Luibl Rental is not liable for the use of unqualified personnel. The company as operator bears full responsibility - with possible consequences such as fines, a ban on operations and civil liability in the event of damage.
