Legal basis: what applies to which machines?

For aerial work platforms, the basis of the periodic inspection is Government Regulation No. 378/2001 Coll. in conjunction with applicable Czech safety rules and CSN EN standards. They set out the scope and frequency of inspections, the requirements for the competent person and the documentation obligations.

For telehandlers and forklifts, Government Regulation No. 378/2001 Coll. (industrial trucks) also applies, together with - specifically for telehandlers - FEM 4.004, the technical guideline for manufacturers and operators of telehandlers. Among other things, it covers the checking of load management systems and stability verification.

Under Government Regulation No. 378/2001 Coll., work equipment with increased risk must be inspected regularly by a competent person - and additionally after every major repair or modification to the machine.

What is specifically checked during the inspection

The periodic inspection under Government Regulation No. 378/2001 Coll. covers, among other things, the following for aerial work platforms:

  • Supporting structure and welds for cracks, deformation and corrosion

  • Hydraulic system: lines, cylinders, valves, leak test under load

  • Emergency lowering and emergency stop functions - operation of all safety circuits

  • Tilt sensor and overload cut-off system (load moment limiter)

  • Control units in the basket and at the base: priority logic, emergency operation

  • Tyres, chassis, drive and braking system

For telehandlers, the FEM 4.004 inspection adds specific checks of the telescopic boom system, the attachment interfaces and the dynamic load management system. On roto models with swivel outriggers, outrigger force measurement and load chart synchronisation are checked separately.

Inspection sticker and inspection log: documents with legal consequences

The periodic inspection establishes whether a machine is safe at the time of inspection. Maintenance, by contrast, is the active process that keeps a machine reliable between inspection dates. The two are independent of each other - and both are an integral part of fleet management at Luibl Rental.

Specific maintenance scope in the rental fleet

Maintenance intervals are based on manufacturer specifications and adjusted according to operating hours and conditions of use:

  • Hydraulic oil: change according to manufacturer specifications, not flatly by calendar time - shorter with intensive use in high-load operation or at extreme temperatures

  • Scissors and lifting linkage on scissor lifts: chain check for elongation (stretch), inspection of pivot pins and bearing bushings for wear

  • Tyres and track drives: tread depth, tyre pressure, crack patterns on solid rubber wheels, track tension and roller wear on spider lifts

  • Electric drive systems on electric lifts: battery condition, charging curves, insulation resistance of control lines

  • Attachments on telehandlers: fork tines for bending and cracking, hydraulic hoses of quick couplers

Long-term rental: periodic inspection as part of the contract

Machine-side safety: what Luibl Rental provides

  • Anchor points in the basket (inspected and certified according to manufacturer specifications)

  • Fully functional emergency lowering and emergency stop functions

  • Current load chart and operating instructions on the machine

  • All warning and information signs legible and complete

Personal safety: the operator's duty

Luibl Rental does not rent out full body harnesses and personal fall protection equipment - they are the operator's responsibility. This is not a service gap but a matter of principle: personal protective equipment must be fitted to the individual's body size, inspected regularly and familiar to the wearer. A harness provided by the rental company does not reliably meet any of these requirements.

Anyone using telescopic boom lifts, articulating boom lifts or truck-mounted platforms must provide each operator with inspected fall protection equipment to EN 361 with an energy absorber (EN 355) or a self-locking guided fall arrester. At machine handover, Luibl Rental actively points out this obligation - especially if no information on available PPE was given when ordering.

For scissor lifts, fall protection PPE is not generally required under applicable Czech safety rules and CSN EN standards. As part of the risk assessment, the operator determines whether the situation of use (e.g. work over water, wind load, increased risk of tipping) requires a different measure.

Electrical equipment inspection for electric aerial work platforms - the second mandatory inspection

Anyone renting electric aerial work platforms is dealing with two independent mandatory inspections: the mechanical periodic inspection under Government Regulation No. 378/2001 Coll. and the inspection of the electrical equipment, carried out in line with applicable Czech rules and CSN standards.

In everyday rental practice, the two are regularly confused or combined. Each must be documented separately, and both proofs must be available during checks.

What the electrical equipment inspection requires

The rules require the inspection of portable and fixed electrical equipment. Electric aerial work platforms fall within this scope as portable electrical equipment. The inspection is carried out in line with applicable CSN standards:

  • Visual inspection: housing, cable condition, plugs, charging socket for mechanical damage

  • Protective conductor test: resistance between the protective conductor and accessible conductive parts

  • Insulation resistance measurement: between conductors and protective conductor at test voltage

  • Functional test: charging electronics, control circuits, emergency stop relay, travel enable

  • Measurement of protective conductor current or alternative leakage current depending on equipment type

The inspection interval depends on the conditions of use. On construction sites, outdoors or when exposed to moisture, it is usually shorter than in dry halls and indoor areas. The operator sets the interval as part of the risk assessment.

Who is authorised to carry out the inspection?

The electrical equipment inspection may only be carried out by a person with the appropriate electrical qualification or an instructed person under the direction and supervision of such a specialist. A competent person for the mechanical inspection under Government Regulation No. 378/2001 Coll. is not automatically qualified for this - both qualifications must be proven separately.

Relevance in halls and sensitive environments

Electric scissor lifts are mainly used in logistics centres, pharmaceutical and food production and data centres. It is precisely there that proof of electrical inspection is particularly important: operating permits for these types of buildings regularly require complete documentation of all electrical equipment in use.

Who is responsible for the periodic inspection of a rental machine - the rental company or the hirer?

As the owner of the machine, Luibl Rental is responsible for carrying out and documenting the periodic inspection. As the operator, the hirer is obliged to use the machine only with valid proof of inspection and to keep the documentation available on site.

How often does an aerial work platform have to be inspected?
