Mandatory inspection of construction machinery: legal basis
Excavators, wheel loaders, crawlers and dumpers are on almost every construction site - and all of them are subject to a statutory inspection obligation. Periodic inspection of construction machinery is not a courtesy but a binding requirement under Government Regulation No. 378/2001 Coll. and occupational safety rules (Act No. 309/2006 Coll.). Anyone who neglects inspections or documentation is liable - including for damage to third parties.

The inspection obligation for construction machinery arises from Government Regulation No. 378/2001 Coll. in conjunction with occupational safety rules (Act No. 309/2006 Coll.); supervision is carried out by the State Labour Inspection Office (SUIP). The basis:
- Government Regulation No. 378/2001 Coll.: operators must keep work equipment in proper condition and have it inspected regularly for safe operation
- Occupational safety rules (Act No. 309/2006 Coll.): set general requirements for safe work with machinery and for the qualification of persons
- CSN EN standards and manufacturer requirements supplement the statutory minimum requirements
Which machines are affected?
The inspection obligation applies to all self-propelled and non-self-propelled construction machinery used commercially - regardless of year of manufacture, engine power or frequency of use:
- Excavators (crawler, wheeled)
- Wheel loaders and compact loaders
- Rollers (soil, asphalt, combination)
- Crawler vehicles and dozers
- Dumpers and dump trucks
- Mobile excavators and hydraulic excavators
- Compaction equipment (vibratory plates, rammers - depending on classification)
Not every machine falls under the same requirements - for special machines and borderline classifications, contact the regional labour inspectorate or a qualified occupational safety professional.
Inspection intervals for construction machinery
Inspections are carried out regularly, at intervals based on the manufacturer's instructions and the risk assessment. Shorter intervals are appropriate if:
- the risk assessment identifies particular risks
- the manufacturer recommends shorter intervals
- use is intensive (multi-shift operation, harsh environments)
- a special inspection is ordered after a defect or accident
Scope and procedure of the inspection
Visual inspection
External inspection of the entire work equipment without the machine running: frame for cracks and deformation, access protection, guards, markings and inspection stickers, visible leaks, condition of tyres or tracks.
Functional test
Testing of all safety-relevant functions in operation: brake and steering systems, lifting equipment, quick couplers (attachments), warning signals, lighting, safety interlocks, cab and seat belt, overload protection on lifting gear.
Documentation
All findings, defects and measures are recorded in writing in the inspection report. The report must contain at least the following: machine identification, inspection date and inspector, inspected items as a checklist, description of defects and measures, sticker number and next inspection date. The record must be kept until the next inspection; in practice, a documentation folder that stays with the machine is recommended.
Who may inspect construction machinery?
The periodic inspection must be carried out by a competent person in line with applicable Czech safety rules and CSN EN standards. This requires:
- Relevant vocational training (e.g. mechatronics technician, agricultural and construction machinery mechanic)
- Professional experience with the class of machine being inspected
- Recent professional work with these machines

Inspection costs for construction machinery vary widely depending on machine class, inspection effort and inspector. Indicative market ranges:
- Compact construction machinery (mini excavators, vibratory plates): for example approx. €20 per inspection
- Wheel loaders, medium excavators (up to 20 t): for example approx. €20 per inspection
- Heavy construction machinery (>20 t, large excavators, roller trains): price depends on the provider
- Special machines (milling machines, tunnel boring machines): on request
